I understand there is now a provision that permits people from out of state to work in North Carolina for a short period of time (like in a conference) without a license. Is this true?

Yes. A non-resident person who is nationally certified is exempt from licensure as long as they provide interpreting or transliterating services in this State for no more than 20 days during any single calendar year. Each partial day of interpreting or transliterating shall be counted as a full day. Upon request a non-resident interpreter/transliterator providing services under this exemption shall provide evidence of certification to the Board office.
